——Scientific and technological innovation has reached a new level. The whole society‘s R&D investment was 223.66 billion yuan, an increase of 18.9%, maintaining double-digit growth for nine consecutive years, with a total volume ranking second in the country, and its proportion of regional GDP increased to 6.46%. Shenzhen has won 26 national science and technology awards, new quantum error correction solutions and weather forecast artificial intelligence models have been selected as one of the top ten scientific progress in China of the year, and major breakthroughs have been made in the field of high-temperature superconducting research. The Shenzhen comprehensive platform of the National Third Generation Semiconductor Technology Innovation Center has been built. Hongmeng, the world‘s third largest mobile operating system, is officially commercialized. PCT International patent application number ranks first among cities in the country for 21 consecutive years. Shenzhen-Hong Kong-Guizhou technology clusters have ranked second in the world for five consecutive years.

——Urban functional quality optimization and upgrading. General Secretary Xi Jinping wrote a letter to congratulate the completion and opening of the Shenzhen-China Channel. The State Council approved the "Shenzhen Land and Space Master Plan (2021-2035)". The agreement on the establishment of the International Mangrove Center was officially signed. 35 parks including the second phase of the Open Talent Park have been built, with a total of 1,320. ——People‘s livelihood and social undertakings are striding forward. Nine categories of people‘s livelihood expenditures were 315.67 billion yuan, accounting for nearly 70% of the general public budget expenditure. 207,000 new jobs were created. 160 kindergartens and primary and secondary schools have been newly renovated and expanded, and 180,000 basic education degrees and 49,000 nursing homes have been added.
